“The government should not be guided by Temporary Excitement, but by Sober Second Thought.”

In other words, the government should be thinking strategically for the long-term, not controlled by the heat of the moment and short-term tactics.  Doesn’t it sometimes seem like this message has been lost over the last couple centuries?
